What Is a BID?
A Business Improvement District (BID) is a partnership between local property and business owners that invests in the safety, cleanliness, and vibrancy of a commercial corridor. BIDs work collectively to fund and manage services that go above and beyond what the City provides.
The Byzantine Latino Quarter–Pico BID (BLQ BID) was established to uplift our community, support our small businesses, and make Pico Boulevard a cleaner, safer, more welcoming place to live, work, and visit.
How a BID Is Formed
BIDs are created when a majority of property owners within a defined district vote to self-assess and pool resources. These funds are managed by a nonprofit board and reinvested directly into the neighborhood for services like:
Enhanced sidewalk cleaning and trash removal
Beautification and landscaping
Lighting, signage, and street furniture
Public safety coordination
Business promotion and community events
Art installations and placemaking projects
What a BID Isn't
It’s not a city agency—BIDs are independently managed nonprofits
It’s not a tax—it's a self-imposed assessment on property owners
It can’t enforce laws, but we work closely with the City and LAPD to report issues and advocate for services
Who Are BID Stakeholders?
If you own commercial property or operate a business within the BLQ BID boundaries, you are a stakeholder. This includes:
Commercial property owners
Business tenants (especially if they pay a portion of the assessment)
Local institutions within the BID
Residents who care about the safety and vitality of the corridor
