BLQ BID Renewal – Coming in 2028
The Byzantine Latino Quarter–Pico Business Improvement District (BLQ BID) was created by and for local stakeholders to keep Pico Blvd safe, clean, and thriving. Every few years, BIDs must renew their formation to continue providing services. Our next renewal is scheduled for 2028.
Why Keep the BID?
With the BID in place, Pico Blvd receives:
✅ Enhanced sidewalk cleaning & maintenance
✅ Support for small businesses
✅ Beautification & public art projects
✅ A unified voice when working with City agencies
✅ Increased visibility and vibrancy for the corridor
Without the BID, these services would no longer be funded, and we risk losing the momentum we’ve built together.

Why Renewal Matters
BIDs are not permanent. In order to continue delivering enhanced services like sidewalk cleaning, beautification, small business promotion, and safety coordination, a majority of property owners must sign petitions in support of renewing the BID. Without renewal, these services would end.
Timeline at a Glance
While the formal renewal process will begin in 2027, we are starting conversations now to ensure a smooth and successful transition.
2025–2026- Evaluation of current programs & stakeholder feedback
2027- Draft Management Plan, gather petitions from property owners
2028- Public hearings, final approval by City Council, new term begins
What We'll Need to Renew
To successfully renew the BLQ BID, we’ll eventually need:
A Management District Plan (MDP) outlining services, budget, and boundaries
A new Engineer’s Report to determine fair assessments
Signed petitions from property owners representing at least 50% of the total assessments
Support from stakeholders and City Council approval
How You Can Get Involved
We believe in a collaborative renewal process, driven by feedback from property owners, businesses, and community leaders.
